Third Mumbai is situated on the southern and southeastern side of Navi Mumbai, having proximity to the Panvel and Belapur regions.

a. Background
On January 10, 2013, the Maharashtra government designated the City and Industrial Development Corporation of Maharashtra (CIDCO) as the Special Planning Authority (SPA) for the Navi Mumbai Airport Influence Notified Area (NAINA). This area consists of approximately 560 sq. km. and includes 270 villages in both Thane District (14 Villages) and Raigad District (256 Villages).
Following this, the Government of Maharashtra, through notifications on Sept. 22, 2015, and Mar. 18, 2016, appointed MIDC and MSRDC as Special Planning Authorities (SPA) for certain villages within NAINA.
As a result, CIDCO as a Special Planning Authority covers 224 villages, addressing a total area of 474 sq. km.
Further revisions occurred by the Urban Development Department (UDD) due to non-contiguous (unmatched borders), leading to the removal of 49 villages from the previously selected 224 villages.
Thus, including all the phases, now the notified area of NAINA is for 174 villages addressing about 371.35 sq. km. area. At present Mumbai is spread over 438 sq. km. and Navi Mumbai is spread over 344 sq. km.
b. Is Navi Mumbai Airport Influence Notified Area (NAINA) referred to as Third Mumbai?

Yes, Navi Mumbai Airport Influence Notified Area (NAINA) which is the official planning term for a new city spanning a 25 km radius from the under-construction Navi Mumbai International Airport (NMIA) is conceptually termed as Third Mumbai. (Refer to Figure 3.0)
The term "Third Mumbai" is not officially documented in government records. It is commonly employed due to the interconnectivity, influence and global branding of Mumbai and the Mumbai Metropolitan Region (MMR) regions.
Given the various location dynamics associated with Third Mumbai, it is essential to clearly distinguish between Karnala Sai Chirner, NAINA and the loosely used term Third Mumbai:
Karnala - Sai - Chirner – As of October 2024, the Maharashtra government has officially designated this as the name for Third Mumbai. However, this name may specifically refer to a particular core region within the broader development.
NAINA (Navi Mumbai Airport Influence Notified Area) – This is a much larger planning region encompassing multiple development zones, including IDP 1 (Interim Development Plan 1), which covers a significant area beyond just Karnala Sai Chirner. It is a planned extension around Navi Mumbai to regulate growth in response to the upcoming Navi Mumbai International Airport.
Third Mumbai – A loosely used term referring to the larger planned urban expansion beyond the above names, aiming to create a new metropolitan and industrial hub.
While the government has named it Karnala Sai Chirner, the term "Third Mumbai" is often used to describe the broader vision of large-scale urbanization in the NAINA region.
Thus, while Karnala Sai Chirner represents an new official name, NAINA encompasses a much wider territory and Third Mumbai remains a general term for the evolving metropolitan expansion.
c. Where exactly is the Third Mumbai located?
Third Mumbai is situated on the southern and southeastern side of Navi Mumbai. (Refer to Figure 4.0)

While the entirety of existing Navi Mumbai falls under Thane District and Navi Mumbai Municipal Corporation (Excluding Kharghar, Panvel & Taloja), IDP 1 of Third Mumbai is situated in Raigad District, Panvel Taluka.
Belapur, Kharghar, Taloja, and Panvel are closer to the IDP 1 location of Third Mumbai compared to the Navi Mumbai regions of Airoli, Ghansoli, Vashi, and Seawoods.
Notably, Panvel and Navi Panvel emerge as the closest destinations among them all. Locations of Ulwe and Uran are on the southwestern side of Third Mumbai. (Refer to Figure 5.0.)

Mumbai - Pune Expressway passes through the regions of Third Mumbai, Interim Development Plan 1.
The implementation of Third Mumbai is anticipated to proceed in the following manner:
Part 1- Phase 1: Execution of Interim Development Plan (IDP) with 12 Town Planning Schemes (TPS). (Conceptually Third Mumbai)

In Phase 1, the primary focus will be on implementing the Interim Development Plan (IDP) for 23 villages. This comprehensive plan has 12 Town Planning Schemes (TPS), and several of these schemes are already in the process of being executed. (Refer to Figure 6.1.)

A total of 12 Town Planning Schemes (TPS) are designated under the Interim Development Plan (IDP) for Phase 1.
TPS 1, TPS 2, and TPS 3 have been sanctioned and are presently in the execution stage.
Palaspe, Kon, and Somtane are undergoing noteworthy spillover developments, primarily due to their proximity to Panvel, Kharghar, Belapur, and the Mumbai Pune Expressway. (Refer to Figure 6.2.)

Paradise Group, Marathon Group, Arihant Superstructures, and Indiabulls Greens have initiated residential projects, solidifying their foundational presence in the area.
Part 1: Balance Phase 1 - Parts not covered under IDP but strategically aligned to IDP and its 12 Town Planning Schemes (TPS).

These areas are predominantly situated in the northern part of IDP 1 regions, where the ongoing construction of the Delhi-Mumbai Expressway and the approved Multi-Modal Corridor is taking place.
Additionally, certain regions from the southern NAINA sectors are included within Balance Phase 1, due to the impact of the Mumbai Pune Expressway and the ongoing Missing Link project. (Refer to Figure 6.3.)
Following the Conceptual Development Structure of Aero City, Port City, Industrial City, and Smart City, the majority of key locations in NAINA Phase 1 are categorized as Aero City. Furthermore, specific areas near Khalapur in the Balance Phase 1 region are designated as part of the Smart City development.
Part 1- Phase 2: South Western, South Eastern and Northern parts. Draft town plan yet to be prepared.

Due to the impracticality of resource allocation on a uniform scale and executing development on such a vast land parcel within a 20-year timeframe, all areas not included in Phase 1 are incorporated into Phase 2.
To understand the scale, NAINA is spread over 371.35 km2, Mumbai is spread over 438 km2 and Navi Mumbai is spread over 344 km2. (The 2013 draft for NAINA covered 560 km2.)
A review is slated every 5 to 10 years to assess development potential and make plan adjustments accordingly.
According to the Draft Development Plan published on Nov. 2016 (2014 to 2034)
For Phase 2, CIDCO does not plan to provide urban infrastructure in this area in the Plan Period. It means that the infrastructure provision will take place after 2034. This area is relatively far and transportation commuting facilities are also not very efficient. The area is assumed to have low population growth."
